Toggle Shift lock or adjust OSM to work with 1 key press w/ no timeout.

One Shot isn't adequate for what I would like with a hold shift down button. If I utilize it, I have to press it twice, which it doesn't always work for some reason.
What would like is to make one shot modifiers work with the first key press and an option to never time out.
