Add ability to copy or reorder layers in the GUI
It could be very convenient for experiments with a lot of layers:
- copy definitions of current layer to a new one
- reorder layers
Even more convenient would be update layer numbers in TO(), MO() and so on. But just reorder without update would be ok.

This would be a great QOL improvement for those of us that used a config provided by another user but want to add an alternate layout (think qwerty/colemak) between our base layer and symbols/other. The highest layer takes precedent, meaning that adding it to the end removes my ability to use lower layers with the new layout. -

numanair+1 Fortunately it is really easy to export the config to json and reorder the layers there before re-importing.
